UK Terrorist Threat Level Raised

Here in the UK there are five terrorist threat levels ranging from Low to Critical and it has just been raised from Substantial to Severe. Lovely, but does it really mean anything? On this page is an explanation of what each level means, but I don't know why they don't just give each one a number; 1 - Low to 5 - Critical! Since the new system came in (2005) it has been no lower than Substantial (3 on my scale) and I wonder why there are 5 levels when we all know that the threat is always going to be at least Substantial!
